Not a price list — those are useless, because the same brief can legitimately cost very different amounts depending on who does it and how. What is useful is understanding what drives the number, so you can tell an expensive quote from a bad one and a cheap quote from a dangerous one.

What you are actually buying

The most common mistake in evaluating quotes is assuming everyone is quoting for the same thing. They almost never are.

Hours, at a rate. The visible part. Rates vary enormously by region and seniority, covered in detail in the companion article on rates by region.

Experience with your specific problem. A developer who has migrated forty stores will do your migration faster and with fewer surprises than one who has done two. You are paying for the mistakes they have already made on someone else’s project.

Process. Discovery, specification, testing, code review, staging environments, documentation, handover. These consume hours and they are the difference between a project that works and one that mostly works. Cheap quotes frequently omit all of them.

Project management. Somebody tracking scope, dependencies, and deadlines, and telling you when something has changed. On small projects this is overhead; on anything substantial it is what stops the project drifting.

Risk absorption. A fixed-price quote includes a buffer for the unexpected, because the developer carries that risk. An hourly arrangement is cheaper on paper because you carry it instead.

Aftercare. What happens in the fortnight after launch when something surfaces. Some quotes include it, some charge for it, some disappear.

Business judgement. Whether anyone will tell you that the feature you asked for is a bad idea, or that a cheaper approach would serve you better. This is the most valuable and least visible thing you can buy, and it does not appear on any line item.

Two quotes at very different prices are usually quoting different amounts of that list. The question is not which is cheaper; it is which is quoting for the project you actually need.

Indicative ranges, with heavy caveats

Ranges rather than prices, because the variables are real. Verify against your own market.

Small tasks — a theme tweak, adding a section, fixing a layout issue, installing and configuring an app: a few hundred at most, often less. Many agencies have a minimum engagement, so a thirty-minute fix may cost an hour or two.

Theme customisation — meaningful changes to an existing theme, new page templates, custom sections, restructured product pages: low thousands, scaling with how much is changing. Theme work varies most with how well-built the existing theme is.

A new store on a premium theme, properly configured with real content, apps, and testing: mid single-digit thousands upward. Below a certain point you are buying a template with your logo in it, which is fine if that is what you want and a poor deal if you expected a considered store.

A custom theme build — designed and built from scratch for your brand: low to mid five figures typically, more for complex catalogues or unusual requirements.

A platform migration — from WooCommerce, Magento, or similar: wide range, driven by plugin functionality rebuilding and redirect work rather than by product count. Mid five figures is common for established stores; enterprise migrations run considerably higher.

Custom app or integration development: priced by complexity. A simple integration between two systems with good APIs is a modest project. Anything involving bespoke business logic, an ERP, or poorly documented systems scales quickly.

Ongoing maintenance and support: monthly retainers, usually banded by hours. Often the best value in the whole list, and the thing stores most reliably under-buy.

Shopify Plus projects carry a premium, because the work involves Functions, Checkout Extensibility, and B2B configuration that fewer developers can do well.

These ranges are wide on purpose. Anyone quoting a precise figure for “a Shopify store” without asking about your catalogue, your apps, your integrations, and your content has not scoped anything.

Why the same brief gets very different quotes

Six reasons, and only one of them is greed.

They have understood different scopes. The commonest cause by a distance. Your brief said “migrate our store” and one developer priced moving products while another priced rebuilding your custom pricing logic and your ERP integration. The second quote is higher and probably correct. This is why the project brief matters so much.

Different regional rates. A genuine and legitimate difference, covered separately.

Different seniority. A senior developer at twice the rate who does it in a third of the time is cheaper.

Different process. A quote with discovery, testing, staging, and documentation costs more hours than one where someone starts building on Monday.

Different assumptions about what you will supply. Content, images, product data, and copy either come from you or get built into the quote. Check.

Different risk pricing. Fixed price includes a buffer. Some include a generous one because your brief was vague, which is a rational response to ambiguity rather than opportunism.

Quotes differ because they priced different projects, not different rates.

How to compare quotes properly

Normalise the scope first. Write down what each quote actually includes and find the gaps. You will usually discover the cheap one excludes three things you assumed.

Ask what is explicitly excluded. A good answer is specific. A vague one means you will be discovering exclusions as invoices.

Ask how change requests work, and what the rate is. You will have changes.

Ask what happens in the fortnight after launch. Included support, charged support, or nothing.

Ask who actually does the work. The person you are talking to, a team, or a subcontractor you will never meet.

Ask for the estimate broken down by phase or workstream. Not to haggle line by line, but because the breakdown reveals how they are thinking. A quote with no discovery and no testing line tells you something.

Check whether anyone pushed back on your brief. The developer who questioned two of your requirements and suggested a cheaper approach to a third is demonstrating the judgement you most want to buy.

Then ignore the cheapest and the most expensive unless you understand precisely why they are outliers.

A worked example: the £4,000 quote that cost £19,000

A homeware brand needed a migration from WooCommerce. They received quotes of roughly £4,000, £11,000, and £14,000 for what they believed was the same brief.

They took the £4,000.

What that quote covered, as written, was moving products, customers, and orders, and setting up a premium theme. What it did not cover — and did not claim to cover, in fairness — was the plugin functionality inventory, the redirect map, the content pages, the review migration, or any testing beyond a smoke check.

The migration launched. Their wholesale pricing logic, which had been handled by a WooCommerce plugin, did not exist. Their 340 blog posts were 404ing. Their reviews were gone. Their collection page content had not been migrated.

They spent the following four months and roughly £15,000 more with a second team fixing it: rebuilding the wholesale pricing, reconstructing the redirect map from an archived crawl, recovering blog content from the Wayback Machine, and importing reviews from a backup the old plugin vendor still held.

Total: about £19,000, plus a year of depressed organic traffic, against an £11,000 quote that would have covered all of it properly.

The £4,000 quote was not dishonest. It answered the brief it was given, and the brief had not mentioned plugins, redirects, reviews, or content. The £11,000 quote was higher precisely because whoever wrote it had asked better questions.

That is usually what a higher quote means.

What makes a project cost more, legitimately

Useful to know, because these are the things worth telling a developer upfront so the quote is accurate.

Complex product structures. Many variants, many attributes, configurable products, or anything that strains Shopify’s option limits.

Custom business logic. Tiered pricing, customer-group pricing, complex discounting, conditional shipping rules, approval workflows.

Integrations. Every system that needs to exchange data. ERPs and poorly documented internal systems are the expensive ones.

Content volume. Hundreds of pages or thousands of blog posts is real work, especially if it needs rebuilding rather than importing.

An existing site with SEO equity. The redirect and preservation work is a substantial workstream, and skipping it is how migrations cost a year of traffic.

Subscriptions. High risk, high care, non-negotiable.

B2B requirements.

A badly built existing theme. Inheriting a store with years of undocumented modifications is slower than starting clean, and honest developers will say so.

Multiple stakeholders. Every additional approver adds review cycles, and review cycles add elapsed time and rework. Not a technical cost, but a real one that shows up in fixed-price buffers.

An unclear brief. Ambiguity gets priced as risk, and rightly.

Where to spend and where to save

Worth paying for: discovery and scoping on anything substantial, the redirect and SEO work on a migration, subscription migration care, testing, and ongoing maintenance. Each of these prevents a cost considerably larger than itself.

Reasonable to economise on: a premium theme configured well instead of a custom build, if your brand does not live or die on design. Phasing nice-to-have features into a later stage. Doing your own content entry and product data preparation, which is laborious rather than skilled. Starting with a smaller retainer and increasing it.

False economies: skipping discovery, skipping the redirect map, skipping testing, taking the cheapest quote without normalising scope, and having no maintenance arrangement at all. All four of these reliably cost more than they save, and the last one is the most common.

The costs that appear after the quote

Project quotes cover the project. A realistic budget covers rather more, and these are the items that surprise people in month three.

App subscriptions. Your new store will run some number of apps, each with a monthly fee. A typical store’s app stack costs more annually than people expect, and it is easy to sign up for eight things during a build without totalling them. Ask your developer for the list and the monthly cost before launch.

The Shopify plan itself, plus transaction fees if you are not using Shopify Payments. If a Plus plan is required for something in your scope, that materially changes your running costs and should be established during quoting rather than discovered later.

Content and photography. Product photography, lifestyle imagery, and copywriting are frequently excluded from development quotes, sensibly, because they are different disciplines. They are also not optional, and for a design-led brand the photography can cost more than the build.

Data preparation. Somebody has to clean up your product data, write the descriptions, and sort out the images. Usually you, and it takes longer than anyone estimates. If you want the developer to do it, that is a line item.

Post-launch fixes. Even a well-run launch surfaces things in the first fortnight. Establish whether that is included, charged, or somebody else’s problem.

Changes you will want. You will see the store and want things different. Budget something for this rather than treating every change as a scope dispute — a contingency of ten to twenty percent of the project cost is realistic and makes the whole relationship less adversarial.

Ongoing maintenance. Covered above, and consistently under-bought.

Training and documentation. Your team needs to know how to run the store. Ask whether handover and documentation are included.

Integration costs on the other side. If you are connecting to an ERP or accounting system, that system’s vendor may charge for API access, a connector, or their own configuration work.

Adding those up usually lands somewhere well above the development quote. Better to know at the start.

Questions that reveal a quote’s quality

You can learn a great deal about a quote from how its author responds to a few specific questions.

“What did you assume about our scope that we did not state?” Every quote rests on assumptions. Someone who can list theirs has thought about the project. Someone who says they assumed nothing has not.

“What worries you most about this project?” A good answer names a specific risk — your ERP integration, your variant complexity, your content volume. A reassuring non-answer means either they have not looked or they will not tell you when things go wrong.

“What would you do differently from our brief?” Silence is a mild warning. You want someone with opinions about your project, because the alternative is someone who will build exactly the wrong thing without comment.

“What could make this cost more than quoted, and how will you tell us?” You want a named process, not a promise that it will not happen.

“Which part of this have you done least often?” Everyone has one. The honest answer is far more useful than a claim of universal expertise, and it tells you where to pay attention.

“Can we speak to a client with a similar project?” Not a generic reference — one whose project resembled yours.

“What do you need from us, and when?” A developer who can tell you exactly what they need and by which date has a plan. Projects overrun on client dependencies at least as often as on development, and a quote that does not mention what you owe them is incomplete.

The bottom line

There is no price for “a Shopify project”, and anyone who gives you one without asking questions is guessing.

What drives cost is scope, complexity, process, seniority, and how much risk the developer is absorbing. When quotes differ wildly, the cause is almost always that they have understood different scopes — so normalise them before comparing, and treat the developer who asked the most awkward questions as the most likely to be accurate.

Spend on discovery, on the SEO work in a migration, on testing, and on ongoing maintenance. Economise on design ambition and feature scope if you must. And be suspicious of the cheapest quote in the way you would be suspicious of the cheapest surveyor — not because cheap is always bad, but because you cannot evaluate what you are not being told.

Frequently asked questions

How much does it cost to build a Shopify store?

It depends far more on what “build” means than on Shopify itself. A premium theme configured properly with real content, apps, and testing starts in the mid single-digit thousands; a custom theme designed and built for your brand typically runs into the low or mid five figures. Below a few thousand you are usually buying a template with your logo applied, which is a reasonable choice for a new business and a poor one if you expected a considered store. The variables that move the number most are catalogue complexity, integrations, content volume, and how much discovery and testing the quote includes.

Why are Shopify developer quotes so different for the same project?

Usually because they are not quoting the same project. The most common cause is differing interpretations of scope — one quote covers moving your products, another covers rebuilding the custom pricing logic and the ERP integration you did not mention. Beyond that: regional rate differences, seniority differences, whether the process includes discovery and testing, assumptions about what content you will supply, and how much risk buffer a fixed price carries. Before comparing numbers, write out what each quote actually includes and find the gaps. The cheap one usually excludes something you assumed.

Is it cheaper to hire a freelancer than an agency?

On hourly rate, almost always. On total project cost, frequently not, and it depends on the work. A freelancer is excellent value for well-defined tasks within their specialism — a theme customisation, a specific integration, ongoing small changes. For a multi-discipline project needing design, development, SEO, and project management, you are either paying one person to do things they are average at, or coordinating several freelancers yourself, which is a job. The other consideration is continuity: a single freelancer is a single point of failure.

How much should I budget for Shopify maintenance?

Monthly retainers are usually banded by hours, and this is the line item stores most reliably under-buy. A modest retainer covering a few hours a month handles app updates, small changes, monitoring, and the accumulation of tiny issues that otherwise become a project. The false economy is having no arrangement at all: problems then get discovered late, fixed urgently at premium rates, and the store slowly degrades as apps pile up and nobody audits them. Budget it as a running cost like hosting, not as an optional extra.

Should I always avoid the cheapest quote?

Not automatically, but you should understand precisely why it is cheapest before accepting it. Sometimes the answer is legitimate: a lower-cost region, a developer building their portfolio, or someone who has done this exact project before and knows it is simpler than others assumed. Often the answer is that it excludes discovery, testing, redirect work, or the functionality you did not think to mention. Ask what is explicitly excluded and how change requests are priced. A cheap quote with a clear scope you have verified is fine; a cheap quote you cannot interrogate is a risk you are taking blind.

If you have asked
